1.Boil cabbage leaves in boiling water until they become tender. Drain and set aside.
2.In a separate bowl, mix Hasata Horasan Fine Bulgur, ground beef, finely chopped onion, sunflower oil, garlic, tomato paste, salt, and spices.
3.Place cabbage leaves on the bottom of a pot in a single layer.
4. Take a cabbage leaf and remove its thick vein. If the leaf is large, cut it in half.
5.Add 1 teaspoon of the bulgur mixture on the wide end of the cabbage leaf and roll it up. Repeat the process with the remaining cabbage leaves. Arrange the cabbage rolls tightly in the pot.
6.Mix tomato paste, melted butter, water, and salt in a bowl. Pour this sauce over the cabbage rolls. Place a plate on top of the cabbage rolls to keep them in place.
7.Cover the pot and cook over medium heat until it starts to boil.
8.Then reduce the heat and cook until the cabbage and filling are cooked through.
9.Let it rest for 30 minutes before serving.

Use cabbage specifically for rolls.
Adjust the amount and variety of spices according to your taste.
Check the water level periodically while cooking the cabbage rolls. Add more water if necessary.
